【摘要】:ThisEuropeanStandardappliestonewdesignsoflocomotivesandpassengercarryingrollingstockasdefinedincategoriesC-ItoC-IVofClause4takingintoconsiderationtherecommendationsgiveninAnnexEontheapplicationofthestandard(migrationrule).Itisintendedtoprotectvehicleoccupants,throughthepreservationofstructuralintegrity,anddoesnotextendtootherrailwayemployeesandcustomerswhoarenotinvehicles,ortothirdparties.ThespecifiedrequirementsrelatetothetechnicalandoperationalconditionsofusethatprevailintheCENmembercountries.Thedesignofnewvehiclesforuseinpassengertrainsisbasedonoperationswithcompatiblerollingstockthatalsomeetthisstandard.Itisrecognisedthatoperationalrequirementswillrequirenewcrashworthyandexistingnon-crashworthyvehiclestoexistinthesametrainunitbutsuchcombinationsofvehiclesarenotrequiredtocomplywiththisEuropeanStandard.Therequirementsapplytothevehiclebody,andtothosemechanicalelementsdirectlyassociatedwithitthatmaybeusedtoabsorbenergyinacollision,suchascouplers,buffingsystemsetc.Theydonotcoverthesafetyfeaturesofdoors,windows,systemcomponentsorinteriorfeaturesexceptforspecificissuesrelatingtothepreservationofsurvivalspace.Therequirementsdonotcoverallpossibleaccidentscenariosbutprovidealevelofcrashworthinessthatwillreducetheconsequencesofanaccident,whentheactivesafetymeasureshavebeeninadequate.Therequirementistoprovidealevelofprotectionbyaddressingthemostcommontypesofcollisionthatcauseinjuriesandfatalities.Theapplicabledesigncollisionscenarios,andsuitableparametersfornormalEuropeanoperations,aregiveninClause5.AnnexAgivesadditionalinformationregardingthederivationofthescenariosanddescribessituationswhentheymayneedtobemodifiedandtheprocessesthatshouldthenbefollowed.ThisEuropeanStandardidentifiescommonmethodsofprovidingpassivesafetythatmaybeadoptedtosuitindividualvehiclerequirements.ThisEuropeanStandardalsospecifiesthecharacteristicsofreferenceobstaclemodelsforuseinthedesigncollisionscenarios.NotallvehiclesinatrainunithavetoincorporateenergyabsorptionprovidedthatpassengertrainconfigurationsformedentirelyofnewvehicledesignscomplyasawholewiththisEuropeanStandard.ThisEuropeanStandardalsospecifiestherequirementsfordemonstratingthatthepassivesafetyobjectiveshavebeenachievedbycomparisonwithexistingprovendesigns,numericalsimulation,componentorfull-sizetests,oracombinationofallthesemethods.
